I am not saying we have new races now, but we have the tools to make new races in the Remastered RS3 possible in the future, that we definitely couldn't do in RSC and RS2.
Rome wasn't built in a day, it would take a day form RS3 to be remastered, but we are definitely building the new foundations and such with Fort Forinthry and all kinds of graphics tools for the bright future of this forever RS3 game.

What tools weren't available in RS2 when they made the ape atoll agility course where two different kind of unique monkey models (large and small ninja) monkeys navigated an entire agility's course worth of animations?
If you read my post, the issue isn't animations, it's equipment. We've had goblins with customizable equipment for different races since 2007, in Land of the Goblins where you have to wear different equipment to get into different regions. Multiply that times 10,000 and you get the workload for an actually playable race. Unless it's just an elf head with the same standard human body, it's unrealistic. Nor does it fit with the established lore of the game.
So please, remind us of all these "new tools" you claim exist.
Membership be 50 quid a month
You'll have to buy 1 xp at a time a quid per
To change your outfit it'll cost irl money
To change follower it'll cost money
To open a door to a building will cost a bond
To change camera angle will cost a bond for a month

What does this have anything to do with RS3 and RS3 Remastered?
We don't need a bond or IRL money to do anything outlined in Runescape Remastered at all. Thank you for showing us everything being discussed in the original and current stage of Runescape Remastered are just usual content for usual players, with no Bonds or IRL money required.

Customizable models instead of just creating millions of different assets for different NPCs. Animations, VFX supports among other things RSC and RS2 definitely don't have. Didn't I tell you just for an example, you can't do anything as a monkey without holding a monkey greegree in Ape Atoll?
Did I tell you we can do everything in single player quests like Land of the Goblins but they have no interaction with all kinds of MMORPG activities with the 300+ million Runescape players?
