I would pay employees what they're due and have the game's code be re-written following today's standards with well-documented comments, and have an extremely reliable and fail-safe backend on the database servers - and halt any updates until it is done. After that, the games stability and reliability would be much improved and would hush a majority of the playerbase with their gripes on server lag. It would also make the developers' lives much easier without a messy codebase, and one that they all could understand.
From there, content updates would have a much smoother and less glitchy implementation. I would have the Woodcutting, Fletching, Firemaking, and Construction skills reworked to flow well with each other, as the Mining and Smithing rework does (I believe Crafting should've been done at the same time as these two). Well thought out skill reworks would bring a standardized skilling system that doesn't feel as floppy as it does right now with level requirements feeling off, as well as the discrepancies between Mining and Woodcutting for example. Both are gathering skills, yet one source doesn't deplete while the other does, and there is no visible "strength" to woodcutting. I believe there is a lot to play with there.
And finally, once all that has been completed, I believe getting every skill to function to 120 properly would be the best route. Questing, area, and content updates follow suit with a very-well fleshed out skilling system and reliable gamebase. With that, mobile can be pushed harder as it is great for people to get their grind on away from their PC - and with all systems working together and some heavy advertising, the game may actually be able to bring back players as well as attract many new players.
