I just hate seeing completionist capes and phats on accounts involved with it. I'd like to believe they are either stolen or purchased accounts but these days I know that probably isn't the case. It's part of why I would be open to Jagex taking the rares off perma-banned accounts and putting them on the GE. That's a different can of worms though for me to post about next time boredom meets insomnia.
Having phats don't tell us anything about a player. They may have just borrowed them from a friend.
Wearing whatever capes don't tell us a thing about the integrity of those players too. Ironically, most of the players running the "double money" scheme, flower games and such in 2007 wore maxed capes.

stalls etc are in the game for a reason. to "fix them" would change the game dramatically.
and if that was to happen lurers and scammer would find other ways to trick people.

Yes, scammers will always find a way. That isn't the point - it's that the stall exploit is and apparently has been so easy, with little visible action to crack down on it.
The other main point of my thread though, which so many seem to be missing and I suspect intentionally so, is that this particular scam involves a team of 3 people and one of which is often invisible. I would like to see what action is being done (if any) to crack down on the trios executing this particular scam. In Discords I'm a member of multiple people reported the same 2/3 of certain telegrab lure teams and after weeks they were still popping up trying the same nonsense. As far as I'm concerned if Jagex isn't aware of the scam they are ignoring it despite the root of the scam being dependent on bug abuse.

^ I have never been a victim of this scam. Your comment does hold true, but this type of bug abuse hurts games and there doesn't appear to be any hard crack-down on scam teams.

If you opt-out of pvp, nobody can scam you, and with today's update on Demonic Skull, nobody can "scam" you to opt-in:
The Demonic Skull is no longer tradeable and drops 500,000 gold on PvP death.
Withdrawing a Demonic Skull from a Bank within the Wilderness will no longer automatically opt players into PvP they will receive a warning first. Players can still be attacked within the Wilderness while they are in possession of the Skull.
