Is it possible to see everyone who has capped or visited the citadel even if they're offline or on another world?

No, this hasn't happened, you still need to be in same world as the member while they are in game.
To expand a bit, it is not possible because the resource count and has/has-not-visited-the-citadel data is stored on the player itself. Therefore, if a player is offline or not on the same world as you there's no way to link you to their data.
The only way to bring two ( or more) clans together, is for the clan mates of clan A leave their clan and be physically invited one by one into clan B.
Hey, I have a question. It's about CLF: one of our clan members has CLF access from their previous clan, but is now in our clan and is not a clan leader. The person still has CLF access though. Should this be reported to Jagex, and how? We don't want our other clan leaders to get into trouble because we have more than 2 people on CLF.
The CLF is more about getting experienced clan leaders to discuss clan issues and provide feedback for Jagex. Two reps per clan is an initial measure to maintain fairness but ex-leaders who have contributed to the forum generally get to stay as 'Legacy-Leaders' due to their experience. If you want to flag it up to Mod Matthe, it's best to do so on the CLF Access thread (another sticky in this forum section). You won't get in trouble if you don't though
