My membership will expire soon. If I fill all of my Grand Exchange slots with members items to buy or sell, can the items still be purchased or sold after my membership expires?

NPC - I think both of them count but not 100% sure.

JTV - yes, the members offers can still fill after your membership expires, but you won't be able to modify them (other than collect your cash/items). For more information check out P2P to F2P: A Guide

Hwar - the lowest buy offer will always fill first, because the GE gets you the best deal for your money****-read the first couple of posts for more information about how that works.
