“Welcome, kinsmen and outlanders alike. I am the hermit Sage known as Syne, Bondweaver of the Fremennik Tribes. You may also call me Baldur if you wish, as those among the Tribes have taken to calling me since taking the Trials.

Long have the seafaring free men of Gielinor’s north-western coast built upon those harsh lands their civilization; a seemingly immortal living monument to the strength of human will, and the tenacity of its spirit. Through the birth and death of empires, the rise and fall of Kings and Konungar, these determined peoples have continued on through it all in true human spirit - in the hope of a brighter future. More than once they have thought us dead, as empires collapsed around our heads. But they were wrong. And in true skaldic fashion, we shall continue our song, the song of the free men and the call of our hearts; a call to battle, to glory, to a grand new start! A song of poets, of warriors, of heroes, and gods; we shall take back what is ours, the great land we’ve once trod!

May the Ancestors guide us. May the spirit of Guthix bring us balance. And may the Allfather watch over us, and bring us wisdom and fortune in battle. We’ve been torn apart into warring tribes several times before, and now that we are to become united once more, we will not let that happen again so easily.

Onward! To glory! Skål!”

~ Syne at the Summit of Tribal Elders

Fourth Law
Citizens of the Fremennik Tribes may not act above their station.

Fifth Law
It is the duty of all those in positions of leadership to cooperate and actively act in joined efforts with other leaders to perform the necessary maintenance and functions which keep the clan active and prosperous. Those unable or unwilling to uphold their position, perform poorly in their duties, or are in opposition to the cultural framework of the Fremennik will be at risk of censure and possibly dismissal from said position.

Sixth Law
Discussing political and religious philosophy is allowed, as long as it remains civil. Swearing and other adult language is allowed, however abusive language and behavior is not.

Seventh Law

Fremennik Territories and Holds

Fehu (fay-who) - Fehu, also known as the Fremennik province, encompassed the whole of the Fremennik mainland. This includes: Rellekka, the Lighthouse, Mountain Camp, Northern Hunting Grounds, Fremennik Outpost and Otto's Grotto, as well as the distant colonies of Gunnarsgrunn and Dæmonheim.

Jera (yare-awe) - Jera encompassed the islands of Miscellania and Etceteria, as well as Waterbirth Island.

Isa (ee-saw) - Isa, also known as the Fremennik Isles, encompassed the townships of Neitiznot and Jatizso.

Ansuz (awn-sooze) - Ansuz, also known as Lunar Island, encompassed the Moonclan Island, including the Shrine V, which is shared mutually with Fehu Hold.”

~ Jor Ulfrsson, Second Konungr of the Fremennik.

With the disintegration of the Old Kingdom of the Fremennik, and Jor Ulfrsson's renouncement of his rule as Konungr, the distant colonies of Gunnarsgrunn and Daemonheim have become regarded as Holds of their own.

On Tribes

In the time since the Fremennik people have fell into dormancy and disorder, all of the Fremennik Holds have been claimed by neighboring nations. The Fremennik social structure eroded, and several rivaling tribes have become established. These tribes have recently come together, to put aside a long history of strife and work towards the common good of all Fremennik kinsmen.

Status: Healthy relations are maintained, but there still remains competition for power between tribes, in the absence of a Jarl or Cning/Cwén uniting them under some form of central leadership.
- Chieftain Jor Ulfrsson of the Feyrks and Chieftain Sid Doktor of the Varangians have forged an alliance between their two Tribes, effective December 26, 2016. Details of the alliance may be found on page 9.

A Tribe is the most basic and local form of Fremennik social structure. At the head of a Tribe is the Chieftain, and just below the Chieftain are the Tribal Elders. Tribes typically occupy individual territories within the traditional Holds, though they may occupy more than one. A territory does not need to be claimed by the clan in order for it to be occupied by a Fremennik Tribe, it need only exist within the ancestral Fremennik lands. You may also create your own settlements within unclaimed territory if you have the means to claim it.

Ravens have recently been dispatched to every Tribe in the Fremennik lands.

“Fellow kinsmen, Fremennik of all Tribes and creeds, hearest thou my call to order! Never will we, divided, reclaim authority over the land which was once ours. Together we must be bonded, and act as the whole we once were if we are to bring to life our former glory! I call upon thee to sign this treaty, and work together to foster the frith of all our kin, and the reunification of our great peoples! What sayest thou?”

On Tribes

Tribes are extremely customizable, and are largely independent entities. A Tribe's culture, customs, rites of passage (the Trials), structure, etc, are all subject to the vision of a Tribe's Elder Council, and especially their Chieftain. The vision of the Council is intended to reflect that of the people within the Council's Tribe, and thus public opinion has a great potential for influence. Without the support of the people, the Elders and the Chieftain have no Tribe, and without the support of the Elders, the Chieftain has no claim to authority. This is the necessary balance of power to protect the people from despotic leaders or leaders who otherwise fail to represent them well.

Each Tribe may create a thread for themselves on the clan forum, and will have both a private voice channel and text channel created for them in the clan Discord server.

To create a Tribe, you require both a Forungi military rank and a starting population of five kinsmen (including yourself) wishing to create the Tribe. Three of these kinsmen must be of Thegn rank (Bronze Star/Lieutenant). If there are fewer than three active Tribes, these requirements may be waived.

To create a Tribe and sign the Treaty :

What is your Tribe’s name? (Please choose a name of a Fremennik/Germanic theme.)
Who lives within your Tribe? (Minimum of five required for your Tribe to exist)
Who are the Tribal Elders?
Who are the gods of your Tribe? (RS and/or Germanic gods; ex: Guthix and Woden)
What territory does your Tribe occupy?

Central Governance

Cning and Cwén

The roles of Cning and Cwén (“King and Queen”), or Konungr and Drottning , are the highest positions of authority a Fremennik kinsman could aspire to achieve. They have arbitrative power outside of the Elder Moot, but they are not completely free to enact anything they choose on a whim. If an Elder wishes to contest a decision, they may call for an Elder Moot, putting the decision in question on hold until a resolution is democratically arrived at. During an Elder Moot, the Cning or Cwén has no arbitrative power, and has but a single vote each, placing them on equal authority to an Elder. If the Cning and Cwén come to conflict with one another, any decision contested by one of them will be stalled until they come to an agreement.
(Requires: Very active, Jarl social rank, and appointment by the Elder Council. Or, absent an Elder Council, a social rank of Jarl and territorial dominance throughout all reclaimed Holds.)

The Elder Council

The Þingealdwitan (“Council Elders”), or Elder Council , is ultimately the central governing authority of the Fremennik Tribes. The roles of the Elder Council and the positions within it are elaborated upon on further on page two.
(Requires: Very active, Skutilsvein military rank, and appointment by the Elder Council. Or, absent an Elder Council, appointment by the Cning or Cwén.)

Provincial Governance

Jarls

The Eorls , or Jarls , are the heads of the provincial government. They are the most powerful figures within the local governance, presiding over an individual Hold. They manage their Hold to ensure its proper functioning, and may have various retainers to aid them in doing so.

Jarldom is achieved by uniting competing Tribes in a Hold under a central authority. This central authority is typically the most powerful or influential Chieftain in the Hold. A Tribe may refuse to accept a Jarl’s leadership, but they can expect to be treated as a threat to the Jarl’s authority over the Hold, and be challenged to battle as a result.
(Requires: At least mostly active, Chieftain social rank, and territorial dominance throughout a Hold.)

The Court Elders

Just like in the Tribal and Central layers of governance, so too does the Provincial layer have a council which assists and balances the Jarl in the decision-making process.
(Requires: At least moderately active, Thegn military rank, and appointment by the Court Elders. Or, absent a Court, appointment by one’s Jarl.)

Tribal Governance

Chieftains

The Chieftain of a Tribe is often the one who first created that Tribe, but the position can be claimed by another if such is put to vote by the Tribal Elders, or if the Tribal Elders decide it should be put to a challenge of combat. The position of Chieftain is one of decision-making authority within and on behalf of one’s Tribe.
(Requires: At least moderately active, Forungi military rank, and appointment by the Tribal Elders. Or, absent a Tribal Council, the creation of a Tribe.)

Tribal Elders

The Tribal Elders are the most local tier of the Elder Council. They, along with the Chieftain, vote on important decisions concerning the Tribe. One of the Elders may host a local Thing for all the Tribe’s kinsmen.
(Requires: Moderately active, Thegn military rank, and appointment by the Tribal Elders. Or, absent a Tribal Council, appointment by one’s Chieftain.)

Citizenry

Karls

A Ceorl, or Karl, is a member of the most fundamental Fremennik social class. They are, politically, your average everyday kinsmen. However, this is the most diverse class of all, for it is where most of the skalds, traders, farmers, craftsmen, and basic soldiers exist. This class is the substance of the Fremennik Tribes, and without it we would be but a grin without a cat.
(Requires: Completion of The Trials, at least nearly active.)

Freedmen

Freedmen are former Thralls who have been given freedom. However a Freedman and his/her family remains indebted to their former master for two generations after being given freedom.
(Requires: Criminal punishment, or returning from an unexpected period of inactivity. Two weeks after returning they will regain the social rank of Karl and have to climb the ranks again, suffering a 30-point penalty for each week of inactivity. This may be appealed in certain circumstances.)

Thralls

A Thrall is a member of the slave underclass.
(Requires: Unexpected inactivity lasting at least a week.)
