The Elder Council

The Þingealdwitan (“Council Elders”), or the Elder Council, is a council of the highest-ranked kinsmen within the Fremennik Tribes, wise and esteemed leaders distinguished by their dedication and commitment to the active, healthy functioning of the clan. Their roles vary depending upon their position and assignment - however - overall, they act collectively to devise, collaborate upon, and enact state policy. Outside of the Elder Moot, the Cning and/or Cwén hold a superior position of authority to the Elders, however during the decision-making process of the Elder Moot, they are all equals, and all decisions are made by majority vote. If an Elder wishes to contest or discuss a decision made outside of the Moot, they may call for a Council meeting, and the decision will be put on hold until the issue is dealt with.

An Elder is an experienced, well-seasoned member of the tribes, knowledgeable and familiar with every detail. They are kinsmen of considerably high renown and honour. In their role, they oversee the various aspects of the tribes, and advise the Cning and/or Cwén on all matters and decisions, big and small.

The Elders and their Hands

The Folkaman (“People’s Man”), or the People’s Advocate , as the name suggests, advocates for the people. This section serves the purpose of advertising for recruitment, organizing and hosting events, and providing the people a weekly Folkmoot; so that they may voice their thoughts, offer suggestions, and bring forth their concerns and complaints. It is the duty of the Folkaman to effectively represent and communicate the thoughts and feelings of the people to the Elder Council and the Cning and/or Cwén. This responsibility requires a diplomatic mind, one capable of being objective in accurately representing the thoughts and feelings of those they do not necessarily agree with. Under the Folkaman serves three appointed Elder Hands - the Event Coordinator , the Goði , and the Rathningar . The Event Coordinator assists the Folkaman in organizing events and attracting participants, and ensures they take place on schedule. The Goði (female: Gyðja) is a Chieftain priest (or priestess) who performs spiritual functions, attends and presides over the smooth functioning of the Folkmoot, and occasionally hosts the Folkmoot in the absence of the Folkaman. The Rathningar, or Recruitment Officer , organizes and carries out recruitment efforts to swell up our numbers, and bring new blood and life into the kinship of the Fremennik.

The Elders and their Hands

The Outwaruman (“Foreign War Man”), or the Defense Advocate , works in order to devise the best strategy for negotiating inter-clan conflicts that may arise. The demands of an ever-changing, ever hostile world lay burden upon the shoulders of this Advocacy. Under the Defense Advocate serves three appointed Elder Hands - the Military Tactician, the Combat Trainer, and the Equipment Expert. The Military Tactician advises the Defence Advocate and the Hersirs of each Jarl on wartime tactics, from battle strategy, to using the terrain to one’s advantage, to deceiving the enemy. The Combat Trainer organizes regular training sessions for the military, with particular emphasis on Hersirs, the weakest fighters, and the most elite. The function of the Equipment Expert is to ensure the most effective distribution (through the lending system) of fighting equipment before a wartime battle, offering personal possessions and using funds from the clan bank.

The Elders and their Hands

The Outlandbondsman (“Foreign Relations Man”), or Foreign Advocate , serves a diplomatic function; to communicate with foreign entities, appease alliances with nations which hold the potential of offering benefits to the kingdom, as well as evaluating enemies and averting the threat of war. Under the Outlandbondsman serves three Elder Hands - the Intelligence Officer, the Assistant Diplomat, and the Master of Trade. The Intelligence Officer specializes in covert operations centered around intelligence gathering. The Assistant Diplomat is just that; they serve as a collaborator and ear to the Outlandbondsman and occasionally fill the function of primary diplomat at times when the Outlandbondsman is absent. The Master of Trade maintains friendly trading relationships with other societies, uses international trade as a means to the ends of the Elder Council, and provides advice to whoever seeks it on matters regarding effective trading, such as how to flip items effectively, and which items to flip.

The Ealdwitan , or The Elders , communicate with the Cning and/or Cwén, each other, and their Elder Hands regularly, and create a network of information and activity that facilitates the strong, healthy functioning of the clan, and the most effective fulfillment of their respective roles.

The Thing

The Þing , or Thing , is a scheduled meeting of some kind. There are, potentially, five Things; two which take place on a local layer of governance, two within the provincial layer of governance, and one which takes place in the central layer of governance. However, there are really only two kinds of Thing: a public forum (a Folkmoot ), and a private meeting among the governing officials (an Elder Moot ). The former serves to give the people the opportunity to express themselves, voice their thoughts, concerns, and suggestions, and make a public display. The public forum, also known as a Folkmoot, is also where upcoming events are announced, other matters of importance are brought to attention, and religious rites, public ceremonies, and matters of commerce also take place.

The Ealdwitanþing , or Elder Moot, is a meeting between the leadership of a layer of governance. This may happen on a local level between Tribal Elders and their Chieftain, on a provincial level between a Jarl and the Court Elders, and on a central level between the Elder Council and the Cning and/or Cwén. An Elder Moot is where important governing decisions are made and criminal offenses are arbitrated upon.

The Elder Council will occasionally hold an Elder Moot to establish law, discuss matters of importance relevant to their respective roles, and to discuss the direction of the clan. These Things may sometimes be attended by kinsmen who are not members of the Elder Council, but wish to observe. This demonstrates initiative and interest in positions of responsibility and leadership, and it is highly recommended one take advantage of these opportunities if they intend to someday join the Elder Council.

The Military

*this requirement may be replaced with a custom requirement by a Chieftain for their Tribe

Forungi (100 Repute, Skutilsvein rank, must organize and lead at least three raids*)

A Forungi is a military commander. A Forungi has demonstrated time and time again their mettle and dedication, and so have earned the right to hold the highest positions of governance.

Skutilsvein (60 Repute, Thegn rank, must organize at least one raid*)

A Skutilsvein is a noble, high-ranking officer within the military, roughly equivalent to a knight. The word means “table-man”, because they have earned the honor of sitting at their lord’s table during a feast.

Thegn (40 Repute, Blood Kinsman rank, must take part in at least five raids*)

A Thegn, in a military capacity, is a seasoned warrior who has demonstrated their skill and valor in battle, earning them distinction among others within the military.

Blood Kinsman (20 Repute, New Blood rank, must take part in at least three raids*)

A Blood Kinsman is an established member of the military brotherhood. They have seen battle firsthand many times, and have fought bravely by their kinsmen’s side enough to be respected and honored as fully one of their own.

New Blood (10 Repute, Dreng rank, must take part in at least one raid*)

After a Dreng has had a taste of battle, they are regarded as being officially part of the military brotherhood, typically referred to as “New Blood”. They are often the subject of jest by the others within the military, but it is well-known that this comes from a place of affection, like older brothers teasing a younger sibling.

Dreng (Trials)

A Dreng is a young fighter with little to no combat experience. This is the most basic military position; everyone begins as a dreng. They are regarded by the others in the military as being unproven, and so are often the subject of jest.

The Jarl’s Retinue

These social roles exist solely within a Jarl’s retinue.

Hersir

A Hersir is a military commander who serves under a Jarl. (Requires: Forungi military rank and appointment by one’s Jarl.)

Berserkr

A Berserkr, contrary to the modern-day usage of the term, is not a wild, enraged beast of a fighter, as many would think. A Berserkr is, in actuality, the champion of a Jarl. Donning a shirt of bear skin (“ber serk” literally means “bear shirt”) the Berserkr is distinguished from the other fighters within the Jarl’s retinue, such as the Thanes. The Berserkr represents the Jarl in hólmgöngur, and on the battlefield, and thus the title of Berserkr is one of very high prestige within the military.

(Requires: Skutilsvein military rank and appointment by one’s Jarl.)

Thanes

A Thegn, or Thane, is a kinsman who has demonstrated their skill and valor in battle, earned their Jarl’s trust and commendation, and has been awarded a place in their Jarl’s court, as well as a claim over some of the Jarl’s lands. (See Forming or Joining a Hall.)

(Requires: Thegn military rank and appointment by one’s Jarl.)

Occupational Roles

Skalds

Skalds are the musicians and poets who bring life and song to the Fremennik Tribes. Those who live in such harsh environments, especially during such dark times, must keep their spirits up if they are to prosper. Because of this, along with serving the role of orally preserving our lore and traditions, the skalds are truly indispensable. Many Chieftains pay close attention to the skalds' songs to keep themselves in the loop of what achievements have been completed by who. They then report these achievements to the Bondweaver, who ensures the word is spread throughout the Fremennik lands and those people receive the Renown they've earned.

Merchants

Most of your average, everyday Fremennik are not raiders and warriors, but are simply normal people. Most of whom must trade in some way to make a living. The merchants are the economic backbone of the Fremennik, and without them our society could not develop.

Craftsmen

Craftsmen serve a vital role in any society. Without them we could not have houses, ships, weaponry, tools, or almost any other essentials to building and maintaining a functioning society.

Traditional Activities

On Hólmganga

It is Fremennik custom, if wronged by another, to challenge that person to a hólmganga . A hólmganga is a duel involving two people, often to the death or until one decides to surrender. They are normally held where three roads come together. It is considered dishonorable to not accept the challenge, to not show up to a challenge, or to challenge an opponent with little or no chance of victory. If one cannot meet a challenge made against them, they may have another more capable person fight in their place.

On Flyting

Flyting , from Old Norse 'flyta' meaning provocation, is a ritual practiced among the Fremennik. It is a poetic exchange of insults and overly-inflated compliments, which can be ego unraveling and abusively provocative, often involving accusations of cowardice and scandalous remarks, though never threatening. They are normally held within a feasting hall, where the victor is determined by the reaction of those witnessing the exchange. This activity is restricted to a mature audience. Flyting may be used as an opening prelude of battle, especially before a duel.
