Alright, bear with me Epic, this one is a doozy! After much calculation, this is our current build order:
1) Use 15 Wood, 5 Energy, and 15k to build a watchtower on Dragontooth Isle
2) Use 1 Energy to turn 1 Flax into 1 Ore
3) Use 15 ore, 5 Energy, and 15k to build a watchtower on the coast of the Haunted Woods
4) Use 15 Energy to turn 15 Fish into 15 Wood
5) Use 15 Wood, 5 Runes, and 15k to build a watchtower on the edge of the Abandoned Mines
6) This will leave us with 0W, 0O, 14X, 7F, 3E, 13R and 85k (if calculations are correct)

The Empires wealth has grown exponentially and further infrastructure was needed to better handle the wealth. And thus the Council of the Rising Sun has decided to finally build a bank in Menaphos. Much change is coming to the empire as it attempts to modernize itself and rebuild the governments infrastructure from top down to ensure a well working government that will work to help its people.
