That is both theoretically true and a total illusion.
O wait.. am I repeating myself... lol?
The thing is.. we ..rather obviously.. do this.. whoever wants to promote an immature unsafe or otherwise totally unsuitable player?
This to the total chagrin of some of the most high leveled , most xp-ed, longest ' serving' members who want to be admin.. but simply are not suitable..
I don't take the easy route, never have when it comes to promotions and other important clan-decisions.
However.. is anyone seriously going to claim here that we can actually judge this easily, that we can truly know who is doing what at the other side of the ocean.. ?
Real life organizations have safeguards.. and they can actually really meet their employees ..
Think of it this way, how ridiculous would you think it was if a bank could not limit the amount of money employees can transfer.. and beyond that there is no way to actually tell who transferred what.. That is the current situation with clans, we can not stop admins from kicking and ranking others, nor is there a log of who did what..

You seem to be asking for total control by one person only over every single aspect of clan administration. That seems a bit extreme, when the real fault lies in the clan leader's judgement rather than with Jagex.

I, as a clanowner have total control over silly things as who can use the theater.. but not about vital ones.. why would Jagex think it needed for me to block anyone but me form operating a theater???
I have no problem with an inability to block the highest ranks from kicking or doing other extreme things, those are the ones that have really totally proven themselves, and also the number is a lot smaller. In fact it would be ill advised to limit such powers to me and me alone, since an owner can disappear.. but there is a lot between total control and no control. We have silver and bronze key ranks, who should literally have ' the keys to the castle' .
If you yourself run a decent sized clan, you should also know having at least one, preferably a few admins on at all times is needed, to walk the ava and to act if something happens, however we don't always have a big pool of people to choose from. My clan is not as active in all timezones.
Compare it to a town.. we don't need the mayor , judge and citycounsil to be everywhere at all times, we need streetcops and streetcleaners that can deal with the day to day things.
But.. they also need the right tools. As we speak admins do not have an option to temp ban / temp mute.
But the most damning reason against your claim that this is my fault, and the fault of other clan leaders in similar situations instead of Jagex's is that Jagex was actually going to change this, it was on the list of updates promised..

Maybe you do not realise you can set permissions all you like but they don't work. Once someone is an admin they can do all the things we have listed regardless of what you may do with permissions
