For Clans which are P2P only; it makes sense to have an option to disallow F2P from accessing it. After all, the vast majority of throwaway accounts used for severe disruption; are F2P.
It's not F2P players that spam chats, it's P2P players with F2P accounts. Most F2P players don't even know any P2P clans. You are punishing an entire group because of some idiots

Support. I'd like to see something similar to be implemented into the PM system also (particularly the F2P bit). My clan has also fell victim to trolls, and it's a horrible choice between setting guest chat off, or being on guard at all times. The white-list has been suggested before, but I don't think it got much traction, so hopefully this goes better

Didn't have time to post this earlier, so I will now.
From a practical standpoint, how would the knocking system look like? Access would have to be granted or denied-this presents a lot of challenges.
1) Who would grant access?
Currently, we do not have the capability of assigning individual roles to clan members (unless this became a job title). It it were set by rank, would the interface appear to all of them, or just one person (if so, how would that be decided), and if to multiple people, would there be a time limit to case a vote, after which majority wins?
2) Would the whole clan see access requests?
The interface itself could be restricted, but would everyone else see '____ is requesting permission to guest in your Clan Chat'? If not, it could be very disruptive, just by a group flooding the chat with requests. Even if this wasn't the case, the interface would annoy whoever was tasked with allowing guests in if it were abused in such a way.
3) If denied access, would there be a cooldown period before being able to request access again?
Again, this could become very disruptive.
4) How complicated would granting/denying access be?
Would there be multiple boxes to tick/settings to set, or a simple yes/no?
5) Would we be able to add notes to accounts (to identify scammers, trolls etc)?
6) Would requests have to be answered immediately, or would they have a cooldown period, and the ability to be reviewed later? Think trade offer style.
Other questions that I don't really want to type out, as they're loosely linked to above.

I approve of the whitelist idea...but since Im a mixed clan of f2p/p2p I dont approve of the banning of f2p guesting in the clan chats. I do not approve the approve/deny popup because it could cause more deaths especially for those who are pvm or pvp.
F2P dis-allowance would be optional. Meaning it won't be active as a default. Some Clans will use it and benefit from it, despite yours not.
Also, I never said the request would be a pop up
. I'm against it being that myself. Read my 2nd post in reply to Clam Enigma for a better clarification on my stance

I don't think it is an issue to get design details, nor am I into getting deep into that regard, because somethings that seems reasonable to me and you; will not seem as reasonable to the developers, so I left it as a "concept" rather than clear details.
But to answer your questions, briefly:
1) Who would grant access & how?
Just another permission that can be passed down/up to Ranks of choice. And how, it "can" be another tab little interface button next to CC/Guest CC/Ban List, with a list of current awaiting guests.

Depends on design
...But I personally think everyone should, so even ranks which can't approve/deny would notify those who can, if they are unaware. That said, I still think there should be an option where only ranks that can approve/deny can see it, to better manage situations of malicious guests rather than normal, honest ones.
3) If denied access, would there be a cooldown period before being able to request access again?
Yes, as I stated in my 2nd post, I propose 60 minutes cooldown, which equals a kick, but if we're given higher time-frames to choose from, then even better.
4) How complicated would granting/denying access be?
Yes/no and "potentially" control time of when next request can be made, assuming we are given a set of options of time-frames for that.
5) Would we be able to add notes to accounts (to identify scammers, trolls etc)?
Would be useful, but I'm fine if it wasn't added.
Question 6: Entirely design based, but of course, if requests can stick around for sometime (say 30 minutes or so) then it is better than being a rushed "take it or leave it" offer. That said, it is going to be tricky to determine whether it is best to lengthen the time-frame of which the requests are available, as that can stumble with system difficulties, and potential of the list becoming way too full/long.

Being honest, I don't see Jagex implementing anything like this during the next 4 years.
I don't really know that many Clans that constantly have multiple Guests on their Clan Chats. I mean I've had 10+ Guests at one point or another on mine particularly around the start of Winter and Summer Vacations, but even then the majority of the time we have no Guests on the Clan Chat.
I would support a requirement to join the chat. I think that being P2P or having an x amount of Combat Level or Total Level might be nice for certain types of Clans. This wouldn't need to be restricted to Guests; it could also affect being invited to the Clan which would prevent Clanmates from recruiting people that didn't have the entry requirements.
But as far as requesting access to enter, I find that would be an unnecessary hassle for the Admins and an impediment if there were ever no Admins around.

You can search their names on the Adventurer's Log. If they're F2P, you'll see it says Non-Member Account.
