Players getting ddos'd and Jagex getting ddos'd are two separate issues I think. The last known IP address showed the IP your account just logged in from. So if I played RS at the office and then went home and logged in it would show my office's IP.
Jagex getting DDos'd is a bit more complicated. Especially since they can't hide their servers IP addresses. Just pull up a command prompt and type in the following:
nslookup runescape.com 8.8.8.8
Viola. You have the IP addresses associated with runescape.com. Nothing you can do to hide that. However if players want to stop getting ddos'd, you can very simply stop going on Skype and other network services with other people, and/or start streaming after you log completely into the game and not the lobby.
