I'm not sure that it's a matter of announcing when an update is to a certain point completed as it is announcing when an update is to a certain point set in stone.

For example, on March 1 when they effectively confirmed the upcoming removal of the clan cooldown, the development involved might not have been completed or near completed. They would have been just about 100% certain of the update in general, though, to be able to mention with such confidence that it would be removed (especially since it was such a popular topic).
