We do not have a timeline yet - it is being developed atm, ie some coding has already been done, but there are some serious design issues that will need examination as we go.

There seems to be significant interest in the CLF community to have these bans overturned.
Can we please start a new thread to discuss it?
This is a forum for us, the clan leaders, and if the majority of us are willing to bring back people even after they "harmed" this forum in some way, then it should certainly be considered.

That is the case with forum bans yes - using an alternative account to bypass the sanctions on one of your accounts can result in further actions being taken against all associated accounts.
This only falls under circumventing a ban if they continue to break the forum rules under a new account. Let's look at it in this example.....
"Joe2005" spams the regular RSOF and gets a forum ban
"Joe2006" spams the regular RSOF and gets a forum ban
"Joe2007" spams the regular RSOF and gets a forum ban
"Joe2008" behaves himself on the forum and helpfully contributes. Obviously, this account would and should be watched carefully, but he cannot be forum banned on this account, because he's done nothing against the forum rules on it.
The same would apply to CLF. They are only circumventing their ban if they continue their behavior that got them banned in the first place. If they behave themselves, then they would logically be allowed to stay.

Looking forward to this! It is nice to see that there is been listened to what most clan leaders wanted. Unfornatly it was sad to see the disrespect of some.

I'm constantly bothered by the laws of man. I was talking about this to the former leaders of ELF and new leaders of UW. It'd be so simple if people followed 3 simple rules:
1. Treat others with respect and courtesy.
2. Follow the instructions from the leaders.
3. Don't engage in illicit conducts.
But even if Gielinor is supposed to be the most perfect of all worlds, we all know it has its flaws; this isn't an utopia, it's a virtual world full of flaws like the people who created it and those who inhabit it.
You cannot simultaneously prepare for war and plan for peace. It's like be willing to forgive those who broke the rules without admonishment and expect others to respect the rules you set in place. Sometimes there isn't a right way to do things; only opinions of how people think things should be done. I often find that's one of the main reasons we have so many different kinds of Clans in this game. We will never agree on how things should be done. I'm just happy we get to experience it all with renegades like many of the Clan Leaders we surround ourselves with here. Do you boo; don't worry so much about others.
We still have ways of communicating with Clan Leaders who don't have access to these forums like the RuneScape Clans Wikia, United Nations at Zybez, etc.

Just kinda reading it again now that I'm a bit more awake I noticed what they plan to do is exactly what I suggested and they said it wasn't a solution to the problem lmao.
One question, what happens to players who are kicked from a clan?
I assume that they can join another clan immediately but would be restricted from capping for 7 days after joining a new clan?

Assuming they keep some of the current settings, they can return to their old Clan and cap right away or they can immediately join another Clan but yes they'll have to wait 7 days before they can work on a different Citadel.
I'm sure they'll add something to prevent people from leaving and rejoining to gather additional resources although they probably have that already from the current system or it's part of the difficult mechanics they must be currently developing.
It kinda works out; I've seen most people spend a day or two Clanless researching their options after they've left a Clan before joining a new one.
