-How is re-applying on a new account considered circumventing the ban, based on the way the rule is written? New and alternate accounts currently can't be given offences for the actions of a "Main" unless the alt was used in rulebreaking too.
Because a ban is considered to be issued to a physical *player*, not to an account. Would be a bit pointless otherwise, wouldn't it?

If bans were applied to physical players, then why are people allowed to return to the game on new accounts after permanent macroing bans? If the bans were on players instead of accounts, then an I.P. Address ban would be consistently used whenever there's a permanent ban.
Logic from this clearly shows that the bans are intended to block the account(s), not the player(s) themselves.

Agree with Archaeox, the whole point of the punishment with a permanent ban is to keep him away from these forums and hence be denied the privilege of viewing and participating in them. By using alt accounts you are still enjoying that privilege and not serving your punishment in any way, which defeats its purpose, and thus circumvents the ban.
It's like having your car and its license plate banned from entering a certain area, only for you to get a new car with a new license plate and enter it again.
It appears that the ban the Community Team handed out was placed on the person himself. When they banned Success, for example, they not only banned his main but banned his alt as well, because they deemed the offence serious enough that the ban should be issued to the player himself, and not to a specific account.
On the other hand, when accounts are permanently banned for technical reasons such as botting, for example, they are given a second chance through the ability to start over afresh on a new account with a new record. In this case, however, Mod Matthe and the Community Team have made it clear that they will not be giving any further chances, in any form.
Your persistence about the matter is highly admirable and respectable as you've been very vocal in pleading his case, but unfortunately it seems clear that the decision is final and that Jagex won't be swallowing their pride and going back on that decision by granting him entry through any platform. As a result, in my opinion, there is nothing that can really be done about it now without ultimately being a pure waste of time, effort and energy.
