What do you expect? The rest of Jagex cannot spend the time to develop code to help clans so the pay-to-win division saw a way to make money and went with it.
That being said, this honestly feels like a slap in the face after the promised developments for clans in 2014 fell flat and the only clan update in 2015 has been the change in the probationary period to bar entry to the clan, not citadel; which has suffered unpopularity.
If you read the mod comments on reddit on the matter, which are down voted to hell, they continue to make the same statements and promises that they have plans to help clans. I want to believe that, but at this point with no signs of progress I am not sure if I can.

She's said a lot of weird stuff in the past, the spring cleaner comes to mind lol.
What the J Mods fail to realize is that people aren't made that these were made, but that they come into the game via mtx rather than in game (buying with orts or increased chance to find while capping with 3 fealty have been mentioned).It would've been cool to have them bought with orts and not be tradable.
