I can't tell they shouldn't be in the citadel till they are in the citadel... so, there's little I can do.

useless as this thread is becoming, for the sake of discussion for fun - because hey, as nice as it would be to "preserve" a citadel until you can "revive" a clan (I know OP's intention isn't to do that BTW), it doesn't make sense to do overall. But why not have the system check the visitor # against whether there are locks, boot the player (because kicking people out of the citadel is possible), then force the counter to reset to default or visit = +1, check, kick out, visit = -1 = 0 (default state)? Or could a "Clan Portal Lock" be created exclusively by the Owner on main RS, to prevent use of the Clan Portal at all to anyone except themselves? That'd be a simple boolean value stored in the clan/clan owner's data similar to "is recruiting". Maybe through the noticeboard function? Seems like an appropriate spot to stick such a thing.
Still, again this entire thread is just kinda "fun" all over. I read all this about "locks" and I'm not sure what's being talked about. Like, locking certain players out of the citadel based on ranks? That keeps them out of the actual GROUNDS of the citadel, not the citadel portal itself. And locks on the plots do their presumed jobs rather well, should they be set properly.
