I believe that same thread you brought up in the OP (or another I'm thinking of entirely) also said that time still passes by even if no one enters.
Example: No one enters and citadel is closed for 3 weeks with no ticks taking place. Someone enters on the fourth week. The state of the citadel will be as if you missed 3 weeks.
Regardless if this "bug" is fixed, you can't actually pause your citadel so the point is moot.

If the Citadel is locked and entry attempts is messing that up, then this is definitely a design problem (or a bug) that needs to be fixed.
That I do agree with. Regardless of anything else, if people are able to enter a citadel despite it being locked either the function isn't what it sounds like or its bugged.
"When history witnesses a great change, Razgriz reveals itself... first, as a dark demon. As a demon, it uses its power to rain death upon the land, and then it dies. However, after a period of slumber, Razgriz returns, this time, as a great hero"

Solution: Have a clan that is large enough, active enough and vibrant enough to maintain your citadel.
Really, this is a clan management issue.
Wow, that's smart thinking. So brilliant! Why didn't I think of that? .... Honestly, your comment is unnecessary and disrespectful.
I locked the citadel because we are no longer active but I wanted to preserve the citadel for the day that I might resurrect the clan to it's former glory. Anyway, whatever is going on in my clan has nothing to do with this thread.
I expected more from a forum moderator, you out of all people here should have understood the essence of this thread. But since you don't, let me lay it out for you:
Preserve citadel - RuneScapes clan coding prevents me from doing so because it doesn't do what it should do - and possibly discuss further
Anyway, people here have asked here before what happens when you lock a citadel, well, this is the answer. You're welcome.
Nothing "preserves" the citadel. Even if no one visits it for ... say 5 weeks... the first person to do so triggers the code to run which will take into account those 5 weeks of non use. So.. this is a non issue.

Fair enough, didn't know that that was the case. Though the issue still stands - the lock still registers players as visitors when it shouldn't.
Pleasure in the job, puts perfection in the work.
I can't tell they shouldn't be in the citadel till they are in the citadel... so, there's little I can do.

Any resolution on this? There has been more than enough time to work out the kinks.

What resolution were you expecting?
A Locked Citadel means people are unable to use the facilities of the Citadel. It was never intended to allow the Clan to pause and preserve their Citadel as the base design requires the Citadel to be maintained. Changing that requirement is something we have no current plans to do.

Why would anyone want to lock the citadel up, pointless unless you can't meet the upkeep per week is well easy enough to do these days, you just need to be active yourself, have an active clan, and an active citadel and bam bam upkeep is met per week.
