I'd have to disagree Scott. The top clans are the ones gaining the most experience as a group. Over time, the inactive clans will lose people (xp) due to no leadership/environment for a better clan, and will have bad gains as a clan overall.
The amount of clan xp to get in the top 20 continues to grow everyday and is no where near at a stopping point. This means if your clan is barely gaining xp compared to the average clan xp/hr rates around you, your clan will be passed (if filled with inactive members or not).
There are many defenses of your perspective that hoarding inactives is a bad thing. For Example: It's a risk to kick someone who hasn't been playing much with 200m clan xp to make room for a recruit. By making this choice you are hoping the new member gains more then that person did or greater at some point in time.
You want highscores to be a representation of best clans at this very moment. That's actually not fair because who are you to decide that the gains of yesterday are better than the present?
It takes years to get in the top because those clans are well...years old. They deserve to reserve the right to hold on to previous impacting members that at one point in time helped them get to the clan's current rank today.
All I suggest is to invest a great deal of time for your clan's kicking system/tracker. Your clan will have much better gains if you kick members that pose the least amount of clan xp risk to replace with a new recruit.
