To be honest I fail to see why clans are penalized (by removing clan experience) when people leave in the first place. The experience happened while people were in clan and is simply "lost" when they leave. The new clan experience does not follow the person to a new clan so what is the point of removing the xp where it was legitimately earned?
Obviously this has to do with ranking and accounting, but clan experience is just that. Individual experience stays with the player, clan experience should stay with the clan it would seem. If people are kicked, I could see losing the clan xp.
It would seem a true view of a clan's history and might would be a total amount of xp earned by all members, past and present, not just current members.

Removing the probation period and adding a cooldown instead prevents people from clan-hopping so much, it also forces people to think about which clan they want to join.

Anyway it would be interesting to see how hiscores would pan out if it wasnt taken away, i think that rule however does apply with individual skill hiscores, they are an overall of the entire history of people who earned xp in that skill.

Think about how to figure out how to accommodate for someone who was in clan, left join another clan for month and came back. Their XP would be the same as a month ago?
Look at how confused you will be (and other clan mates) when they come back. It makes it more difficult to also track xp gains if you have a tracker. I just see potential for weird issues that I have yet to foresee.
I definitely support the need for Jagex to look into this. It just has to be before the probation period ends to protect against mass kicks events. Where you have a week to rebuild an accident due to an emotional admin/owner. That is for the good of everyone. It keeps competition fair among high-scores as well.

Just my take,
It entirely depends on what you think the Clan XP total is. If it was meant to be the XP of every player who has been a member of that clan earned while in the clan that would be one thing, a historical view. But that is not what that total is. It is the amount of XP earned by current clan members since joining the clan - a much more current figure, that represents the stability of the clan and the present membership.
