Does this track who has logged in (even if they don't gain XP) and who hasn't? My clan has been talking about sweeping some inactive people, but we don't want to remove anyone that's logged in when the admins+ are offline.
The only way to track that would be through alogs or by constantly monitoring the clan subsection of the website but alogs can be private/are p2p only and the RS website isn't optimized for constant monitoring like that.
It can only gather information and process it, extrapolation is limited. I know what situation you're in, my clan was in that state before and we ended up kicking a little under half of the people we believed were inactive. A few came back after a few weeks or months and it was really no big deal in the end.
I think the best I can do is show you all the information available in an easy format to compile a list of who might be inactive.
The main thing I've been thinking about is a column that shows the date since each player last gained XP. With a shortlist of potential candidates of removal due to inactivity, admins can spend some time monitoring those people more closely and deciding what to do from there.

I've not used spreadsheets in a long time; especially more complex ones. Is there a way to make the spreadsheet update on-demand as opposed to only daily?
