I've stated this before and I will again. Capping at citadels suck, I hate it but I've put on at least 6m xp in woodcutting doing capping. People in clans get lazy, some people do it, some don't.. so I would propose...
A redesign with no negative effects.. And once you achieve one a lvl in a given tier you can't get penalized for not keeping up with maintenance.
Say no to prison sentences.

I don't mind capping, but yeah some days I would rather roll over and die then doing it. But I hear what you are saying so if they did rework it I'd be all game.
So no diapidating resource plots is what you're saying?
Sorry but I can't support this. If the reward of upgrades don't encourage people to cap, the threat of dilapidation will. If there's no dilapidation, then that interferes with citadel upkeep entirely and people won't have motivation to cap.
The fear of losing something is always more motivation than the thought of gaining something. This is pretty much how basic human motivation works.

Upkeep cost already got decreased by a lot! There must be some people in your clan who wants to help out in citadel right?

Making Citadels F2P would solve the whole problem of not having enough members willing to cap. There're so many fun things to do in P2P and capping isn't one of them. I really can't stand capping without watching TV or streaming movies. On the contrary, there're not many fun things to do in F2P and most F2P players would probably even see capping as fun. So it would be a win-win situation for everyone. P2P players wouldn't have to spend time doing things they don't enjoy, while F2P players would get something they might enjoy.
We cannot make Citadels available to F2P - when they were developed originally we did look at how this might be achievable and because of various technical features and reasons they cannot be available to F2P.
Don't think of the citadel as a boring task, think of it as a way to bring the clan together. Make clan meetings or events around capping, celebrate the achievement of increasing tiers or cosmetic items, have clan mates choose what cosmetics to make and which style to make them.
If your not interested in the cosmetics and have a max tier, then as Fisha says, only 5 people are needed to maintain upkeep so it shouldn't be a big deal. In my clan it is a requirement of rank to cap at the citadel each week, but we are never short of people who cap so it isn't an issue for us. Currently the clan is very excited about the prospect of getting a dragon and thats more than enough incentive for us to keep capping.
A prison sentence ? remember that a citadel isn't compulsory for a clan, and if you don't have enough people interested then let it go.

Thanks for the answer Matthe, kind of expected it would cause some technical problems.
I have to agree with Kera, the Citadel isn't compulsory. If your clanmembers don't want to cap, then just let it go. The upkeep was already decreased by a lot and 5 players capping per week isn't too much effort. Most of the plots can be AFKed, so just cap when something fun is on the TV
