No, the Citadel is not compulsory. It is a great piece of content for those Clans who want to use it and offers some great features and XP, but it is by no means compulsory.

It is not *required* for clans, but I would pretty much go to say its compulsory for any clan that wishes to be taken seriously at this point. Most people in my clan don't directly care about citadel, but do use occasionally use it for its benefits. There are so many nice clans with citadels, it makes no sense to choose a clan without one unless the community is so significantly better. Better to have a citadel and not need it then not have one at all for most clanmates.
Not to mention that it is a huge status symbol to people new to Runescape, who often don't understand that a citadel is not the only signal of strength and organization of leadership.

I Do not support removing capping would take away all clan pride many of us take pride in having all the best things in citadel and the team work it takes to get it there my clan personally would love more tiers added and plots i think simply adding more even add a combat section would get more people into capping =-)

This is a commonly suggested update to Citadels - unfortunately when the Citadel was developed it was encoded and designed to only have a maximum of 7 tiers. This means adding any more tiers, plots or similar features would require us to start again from scratch and would therefore be a huge project.
The problem here is the same as in reality - societal decay - too many people seeking instant gratification without putting forth any effort.
The game issue is OSRS, really. JAGeX felt as a business they were compelled to cave to complainers (mostly gold farmers, bots, pkers, other 'thrill seeker'-types) to profit. Not only did that DESTROY development on the ACTUAL game, but split the community in two - created a divided/conquered company and game, and ruined a bright future.
There was already a dwindling player-base, and it's BECAUSE of who's involved in the community. And who's involved is directly related to what clients you're attracting - whom you're willing to shill for. Get it?
This left a void at the Citadels with 'players' going to '07-MockeryScape. As is, clans will continue to shrink, OSRS is likely to continue to grow and prosper short-term, while the instant gratification seekers get what they want of it and abandon the game - those personality types don't linger as they have short attention spans. May as well give them max stats automatically, all the best items and let them all mass PK anywhere.
Nobody with 'integrity' will any longer take the game seriously, because skilling has become a joke as have many other aspects such as mini-games which were initially designed (basically as 'old-school' versions of what Bonus XP has become) to supplement skilling to make it slightly quicker. The community that will be left will be unviable; nobody will want to play anymore, JAGeX will be desperate for income, and either sell-out/close up.
THAT is the current bleak outlook. It can still be avoided. Said it before, you all need to do things RIGHT for the longevity of the GAME, not out of pressure. Because as it is, JAGeX sits in the 'instant-gratification/payoff' section instead of seeing the larger picture: a long-term company with LONG term profits and sustained growth.
All these problems are systemic, it's game cancer.

From what I can see, anything to do with changing the citadel at this point will not happen. One thing I have seen that was suggested and was extremely important, was being able to tone down the flashing lights at the dance floor because it caused a few people with epilepsy to have seizure.
I thought that was a very worthwhile change, but nothing came of it.
Perhaps one day, it will get a rewrite too, but it does not seem like it.

one thing i wouldn't mind seeing is removing the resource cap and just leaving an xp cap. if someone wants to do more than the normal 2k resources let them, they just stop getting xp after the 2k. i understand "a few ppl doing everything isn't the intent of clans and citadels" but it couldn't hurt.

I don't really understand this. Why would they not code it so that it expanded in the future? If citadels were a lot more popular and a majority of players wished for further citadel content, there would nothing.
