I hear people talking all the time about "buying " skills. How does one do this? I realize we don't just pay Jagex and they give us 99, but is there a way to avoid all that boring repetition and not get banned?

Players who "buy " skills do so by buying the resources needed for them from other players rather than harvesting them on their own. Most people who do this aren't looking at the big picture. Unless they have no desire to get either the max or comp capes they are doing themselves a huge disservice by trying to avoid a bit of boredom.
If you look at the skills, you should see that in most cases, they are connected in groups ( some to more than one group, some groups with several connections). For example: Fire making is one of the most commonly "bought" skills. You purchase thousands of logs, burn them and viola! 99 fire making. The only problem is that if you plan on achieving the max cape, you still have to go cut all those logs for the wood cutting skill. Just think for a minute about all the skills that use logs. Fletching, fire making, cooking, construction. (If I missed any I am sorry) Yes, you can buy logs for all of these, but to begin with, thats a sinful waste of money lol, not to mention you still have to cut the logs for 99 wood cutting! So just imagine this, you start cutting logs for fletching, ( in the levels under yew I pretty much cut, fletched the bows and dropped them where I stood) and either bank them to fletch later or fletch where you stand. When you get tired of this you can change up and cut and burn for firemaking. Once you get to levels where the products, and even the logs themselves get pricey, you can even make money if you cut more than you want to use at a particular time. So to recap, you go cut logs, fletch, burn, bank for sale and in the time you spent you raised not one but 3 skills and potentialy made money instead of spending.
