On multiscape I've seen your suggestion not work
. teams of 6-8 high level players going round looking for worlds with few players so they can be as fast as they can.
. someone who has found a world with no high level players waiting at event discovers several teleport in when event starts.

Either you didn't read my post correctly or you don't have a couple of good clanmates or friends who can help you then.

A few days ago at Infernal Star event there were 6 maxed players and one whose ranged was in 80's. Lets do some numbers for that situation.

7 players total and according to the Wiki that means 100 pyrefiends each with 14750 hit points.
Total of 1475k hit points of which the lowest level player needs to do 70k before the maxed players do an average of 234k but they have far better weapons and everything else.

How many seconds does it take a pumped up maxed player with best gear to get 234k.
There must be a level below which the lower level player simply cant get enough damage in time.

Those 6 maxed players didn't want the other player slowing them down, and the other player didn't want to see just maxed players there, both wanted to be with people like them, neither wants the other there.
But simply by marking some worlds for players who need/want the event to go longer would make it a win-win. I suggested W12, W21, W103

PS its not about what you or I can do, I sometimes get 150k at Infernal Star, I'm thinking about the enjoyment of people who are new to the game, and people like my cousin who was born with spina-bifida which affects his vision and muscle control a bit, he can still play but it does slow him down.

Why go back in circle what I have already suggested you some solutions. You can hop to less populated worlds and/or get a couple of friends/clanmate to help you.

I haven't been playing regularly for a while. My gear and skills are now poor, I get it.

I don't care about any of that and I don't have time or gp to take the final steps to "end game gear and abilities". Aside from that, when I recently shelled out for noxious I did not notice a definite improvement in my combat performance.

I tried these events for the first time yesterday when I realized I had to do the civil war miniquests to even get to the latest quest release.

I tried two before I had to stop playing (KBD and Forgotten Soldiers, I think it was). In neither case did I make the requisite contribution and I was unable to successfully complete either event.

For the first time ever, I'm being barred from a quest because the mechanics of this particular unique content have been made a gate.

Is it too much to ask that I think I should be able to do enough (just enough) with T80s to progress and at least get to the quest? In what has now basically become landscape group content, just about anyone should be able to come in, join, and contribute.

What quest are you being barred from because of the mechanics of this particular unique content?

I have had zero interest in completing these events or miniquests in general. I have, however, been trying to keep my Quest cape over the years -- for whatever reason.

You need to kill 144 greater demons in the wildy. You can kill any of them anywhere in the Wildy. They don't have to be the ones in the Flash Events. The 4 Wildy Flash Events you need for the miniquest can be anything. You don't need to combat or kill a single mob. There are plenty of pure skilling Flash Events, and the likes of Evil Bloodwood Trees count as 3 events too.

It's Civil War II that's at issue. You're missing my point completely. The point is my combat should be good enough not to have to wait for "pure skilling" ones. The point is that I shouldn't have to be spending on endgame gear or outgunning uber elite players to complete a combat flash event.

Landscape group content should be quite accessible where I am. I'm a level-138 with all quests done but the latest. Not a lvl-30.

You don't even need level 3 combat gear at all. You have the choices just to do pure skilling events or even just the skilling part of a special event like the mining part of the Infernal Star event. Completion of a part of a special event count as completion of 1 of the 4 events required for Succession.

For instance, a good way to complete such requirement is to do the Displaced Energy and then Evil Bloodwood Trees. In the span of a little more than 1 hour, almost everybody can have 4 the WIldy Flash Events requirement knocked out easily without any combat.
