Lorewise the actual explanation back in the day was, you're only administrating the port. It's not exactly yours.
While I wouldn't want to allow them to transfer them freely to arc chimes, I do think they should receive some kind of purpose at all times - just like the other port commodoties would have.

Some of The Arc Chimes are used to complete The Arc specific achievements. Playing the POP D&D isn't supposed to let complete The Arc Achievements.
y not? U need POP to unlock salty title so saying they aren't the same doesn't make sense at all I see no issue with allowing them to be used for both great idea OP
We need to kill the Chaos Elemental to unlock the Warden Title, but it doesn't mean we should get the Warden Title just by killing the Chaos Elemental.
that's a big difference since ones a boss log and the others a port management d&d regardless I feel it would be fine as long as the exchange rate is balanced right maybe a 1 to 100 or 1 to 1k exchange rate since like mentioned before port chimes are super easy to get

We are talking about in game progression and achievements. They are the same and should be the same design regardless of bosses, D&D, quests, minigames and anything else.
The Tengu's clue voyage is a chime sink but I only saw it once and then never again for actual, literal years. To my understanding it's also how you get the tengu mask, which you need in order to 100% the arc.

indeed to even get the story mission stuff u need all of the POP explored and even then it's fairly uncommon to get the mission with all the buffs to try to attract tengu exclusively all I have left for salty title is the tengu storyline which like u said takes a while to get >.<

This further shows POP progression is part of the Salty requirement, not the other way around, and you can't buy Tengu voyage achievements with POP chimes.

I don't know about you, but since achievements like Salty and Sandy require significant actual in game progress to obtain, plenty of players feel they are real sweet Achievements.
If everybody could use the easy to get POP Chimes to get them, Salty would be a sour achievements. If everything was easy and self-proclaimed HUGE, essentially they were all not so "huge". Not a good idea.

Make sure you don't have any unopened "Gift of Gu" in your bank.
I used to get this mission very often, sometimes 2-3 times a week. I then left an unopened gift in my bank and the missions stopped completely. This was 5+ years ago, and even with daily port visits now, I've yet to see another Gu mission with that same unopened gift in my bank.
