Frodo, the only reason it didn't work in your example is because you totally changed the strucuture of the sentence. "Refused" should stay refused. I have no clue where you pulled 'refusing' out of a hat from, but it's wrong.

Well, if they were refused, they shouted. <-- in the sentence at the end. That's kind of there I pulled it out of.

Yes, the word 'they' was simply omitted from the clause.
