Giving everyone guns will make it easier for the Terrorists to get guns as well. They wouldn't have to go the trouble, expense, and risk of buying them and smuggling them across countries when they could just buy one from a store or steal someone else's.
Also, if everyone has a gun then you can't tell if someone is a threat until they have drawn their weapon and are pointing it at you or someone else, and at that point you're too late.
And if you can take guns with you wherever you go then it is very easy for a terrorist to sneak weapons into public buildings, because they aren't sneaking - they are allowed to have them.
Do not seriously tell me that you feel safer with a bunch of untrained civilians carrying guns wherever you go.
