Basically it's the ability to shift the composition of matter in her general vicinity. That means she can make something out of something else (like metal out of wood, or a gun out of a box of plastic utensils). I suppose calling it Alchemy might be fairly accurate too, especially if you're looking at it from the Fullmetal Alchemist perspective.

The important part is that she can't make something out of nothing, but as long as there's something in the vicinity she can use it to make something else.
