I mean she was literally spying on them before the battle started, so "still is" a spy more like.
Though to be honest even if you do I'm not entirely convinced any of them would care too much, mostly because nobody has any idea who the Black Hand is. As far as I've been able to pick up from the many times you've used them, they're a random assortment of spies who... Watch random people? Write what they see in notebooks and then return it to HQ for... Some reason?
I mean... They;'ve never really DONE anything, they're just sort of neutrally watching people and hoarding their random assortments of information.

Like, what is the Black Hand in-game in RuneScape? Partly involved in stealing artefacts? They don't seem to do much, but then again, I don't know much about RuneScape lore. As for Annie's spying, well, it's more like stalking with note taking, though I was never able to implement it in my own RPs very well. I just never knew what to do with it.
So, Annie, speaking of which, is there some sort of secret behind all this? Because I sure can't figure it out! Though, the Shield of Arrav may come in handy in the RP, somehow, though I don't know the lore of that either other than Arrav threw it or something.

Pretty much. It's the Shield of Arrav, but Arrav wasn't actually the one to unlock its powers. He was losing the boss battle with Zemouregal, so he threw it to the people of Varrock, and some rando picked it up. Only the descendants of that rando can unlock its true potential.
Okay, he's not some random guy, he was the son of one of the city's elders, but still.

Zamorak is literally the God of Chaos.
Bandos is the God of War.
Here is the key difference: Zamorak encourages chaos, because chaos forces people to adapt and change, therefore becoming stronger and improving themselves. The conflict and destruction he promotes must always serve a purpose. If it does not improve anybody's lot in life, it should not be done.
Bandos encourages war because he thinks watching people kill each other and ruin planets is fun. His ultimate goal is to destroy the entire world just to prove that he is the strongest being. The conflict and destruction he promotes serve no purpose - he does it for the sake of doing it.
TL;DR: Zamorak supports productive chaos, while Bandos supports destructive chaos.
