It was originally intended as a joke article in another thing.
Yes, it is a pun upon several inside jokes of Runescape and RPG's in general.
I sincerely doubt Jagex would want to develop that as a particular miniquest because it would likely violate some of the things they stay away from in game and would open the door to the sort of role play they also actively avoid (though they do joke about it "a little" in game ............................................ ................................................................................................ )

I have no problems with a child unleashing an ancient evil on the world and getting caught up in some big over arching plot; I'm just admitting it's hard to blame them for doing so (from my perspective). Even if the kids don't combat the evil, it really wasn't their problem to begin with - which is what makes it so extraordinary when they stand up to it.
At least, that's my two cents.

I don't see why not. People hooking up on MMO's is often seen in a good light nowadays, and Runescape has one of the "rowdiest" community's outside of a Korean MMO or xbox live.

intentional
means for players to interact in those raunchy ways.
Players have to go to efforts to time some of the scenes you often see in pics and on reddit, or taking advantage of graphical glitches.
