An airship was shot down along the border of a country they have a tense relationship with. It was carrying the heir to the Kingdom. What is the everyday citizen of that kingdom going to conclude?

Our two characters are citizens of Nalis. Alicia is Veranian. Verania is the nation they appear to be trying to provoke, not Nalis. Beneath the gold, the Bitter Steel.
