An airship was shot down along the border of a country they have a tense relationship with. It was carrying the heir to the Kingdom. What is the everyday citizen of that kingdom going to conclude?
Oh, and let's not forget that the guy who did it is a mercenary, so even someone finds out it was him you can just accuse Nalis of hiring him.

Our two characters are citizens of Nalis. Alicia is Veranian. Verania is the nation they appear to be trying to provoke, not Nalis.
