Ah, ok. So, the way a matrix works isn't really on a charge system. It's more of a cooldown system, where it's got unlimited use but you can't overuse it. The reason the fire one Talia had overloaded was because of the continuous use she did with it during the wolf fight (particularly Ben's fire tornado).
It's more of an experiment than anything else, but since most are standard if he's used a basic one he should have a feel for what the limits are. Basically, it controls water, and that can be stretched to most things that include it, although something like ice won't have as far of a range of what he can do with it as basic water would. Think of it as a slightly experienced water mage, because what it allows without overloading pretty much would be equal to that.
