Age is hardly a gateway towards voting, alcohol, or combat.
For several decades now, technology has made it easier to "vote" on virtually anything. (See reddit). The same technology has simultaneously allowed us to gain all the information we could ever want on it in order to make an informed decision, yet simultaneously make the decision faster than if we were asked "do you want the large combo on your meal?"
For alcohol, "under age drinking" has been around forever. How the local society reacts to younger populations drinking and what sort of stimuli is present (ie: peer pressure, depression, personal curious) to make a person start.
In combat, history is full of militaries using child soldiers. Many children are exposed to the basics of combat in martial arts, boxing, etc. Even the basics of physical training in team sports can reach that level.
In addition, how many youths have a proficiency in fire arms ranging from how to point and shoot all the way up to matching Olympic level athletes, let alone enough to pass basic training? (Read the news for the depressing examples)
Slapping a number on something isn't enough.
When it comes to maturity, we've all probably known some 12 year olds who could handle the world better than most 30, 50, and even 70 year olds.
