Well, you're considered an adult but you're still not considered to be fully mature and able to make completely responsible decisions, so really it's more of a middle ground.
I think the idea is to introduce you to adult responsibilities (driving, voting, taxes, etc.) so you have a handle on them, before you get introduced to substances that could potentially cause you to screw those responsibilities up.

Counterpoint: quite a few militaries allow entrance at 16, with deployment at 18. Are you saying alcohol requires more responsibility than defending your country, or should we raise that age too?
I don't think its a trial basis, but rather blaming a demographic because it makes yesterdays young people feel mature.
