Hmm. I always assumed Jarls were picked by renown, or because nobody wanted to replace them. My reasoning was that Jarl Balgruff had a few war stories of his own before he became Jarl, Elisif had political intrigue supporting her, and Ingrod the Younger of Morthal lived in a small village where nobody wanted the post (hence why the new Jarl had to come from outer reaches of the hold).
For Balgruuf - Jarls and their sons still go off to war. Remember that the Nords are a warrior race. Also, Balgruuf is a descendant of Olaf One-Eye - his dynasty has been on the throne of Whiterun ever since.
For Elisif - She inherited because Torygg had no children and presumably no other relatives.
For Ingrod - She is the daughter of Idgrod, the actual Jarl of the Hold, and that is why she (Ingrod) is set to inherit. The reason why the new Jarl came from the outer reaches is because whenever a faction takes a Hold, the entire dynasty is booted off the throne, and replaced with a loyal and influential citizen who starts a new dynasty. Morthal is a poor hold, and owning a mine was enough to make Sorli the best candidate for a new Jarl.

I have to say, instating Maven Blackbriar as Jarl and kicking her off to solitude is the bright side to being a Stormcloak. Although this does make me wonder how the Thieves Guild story would play out…

Maven actually stays in Riften.
Yep. Laila is THAT naive and oblivious that she still trusts the woman who usurped her throne.
