As far as buffing powers go, I actually think it's actually pretty standard - though, for a solution, it's pretty haphazard. While I could see two characters in the party benefiting massively from this ability, others (bar one) could see flat decreases in performance without their ability for higher reasoning.
The fact that it causes debilitating mental effects makes it seem fairly sub-par as an actual buff, in my opinion. Sure, it has a potentially strong effect, but at the same time the cons could end up easily outweighing the pros. I mean, I'm not really complaining, since Talia probably benefits the most from the positive effects, but it seems strange that both sides weigh each other down in the way they do.

Oh? Why do you say that?
Because, more often than not, neither the caster or the recipient will be negatively affected by a white mage's spell - and if they are, the damage will be cast off their years left on earth (AKA. Irrelevant to the story), be shrugged off as "temporary exhaustion", or negated through a required secondary superpower.
In short - for comparatively little effort, white mages create A LOT of effort with few strings attached.

If I am reading the positive effects correctly, it allows one's mind to focus and control in a much greater capacity than it can normally. So, in essence, yes. The greater the mental control she has, the easier it is to make complex actions that require multiple shapes in multiple forms of movement for extended periods of time.
As for the white mages, isn't that the essence of what they are? They bring companion strength to the table without bring any combat experience or power.
