... 50 guys? Pffft, Dirk could take that easy! I mean, the law of conservation of ninjutsu still applies here, right? ... right?

So in this situation, is this 50 guys blockading the streets outside the train station, 50 black hand storming the train station, or simply the number of bullets Dirk assumes he'll need to clear all of the hostiles around the train station?

Ninjutsu definitely applies.

There are 50 Black Hands storming the train station, taking cover behind cars as they go (up to several behind each car), but it's up to Annie to describe what they do afterwards. A few have already been shot in the head and killed. But yes, Dirk will need at least 47 bullets and 47 well-placed head-shots to take them all out, but that's unlikely to happen.
