No, indiscriminately slaughtering them because they "might" pose a threat is the problem. Killing the ones that are a danger is what should be done, but killing those that one could live in harmony with breeds nothing but hatred and destruction, all of it unnecessary.

How many schools would need to be created to seem like a reasonable amount of choice? Assuming players could dabble or even master multiple over time.

Six or seven, probably. It's enough that there's plenty to choose from without it being overbearing. If you were gonna go more or less than that, I'd say the safer bet is to go more. A lot is better than too few in my opinion.
