That's the thing. I guess the best way to describe this situation would be to put one hand behind your back (pretend it's unmovable) and get on your knees. Your remaining arm (should you be numb to the pain) will be your remaining range of movement - and the person you want to knife is kneeling somewhere behind you.
Hard, right? This is why I find it difficult to imagine Annie being able to thrust a knife into Anja's shoulder in this situation. (not that she couldn't try)

Well, you certainly weren't wrong. Looking back on what I wrote, Anja may have uselessly just twisted Annie's wrists and pushed her over - I certainly needed more detail there.
It's... actually really hard to write a combat post without going into godmodding territory. Especially since a lot of holds actually require you to predict your opponent.
