Well, to take Zamorak's perspective on matters...


Zaros is the indisputable powerhouse of the world. He controls the largest amount of land and no single god can oppose him. Zaros himself does not perform any great tasks, he instead allows thousands to die for him whilst he is absent from the political life, allowing stagnation and corruption to flourish under his rule. It is Zaros's end goal to control everything, all the way down to the individual actions of the masses. He wants to manipulate everyone to do exactly what he wants, he wants to erode free will whatsoever, make everyone a slave to his divine plan.

The only option is to overthrow him from within. You can say that Zamorak allies himself with monsters, but every monster he allies himself with is already a member of Zaros's empire. Zamorak has seen the ills of order, the defects of control, and so embodies the ultimate concepts of free will: every person is to make a choice, to better themselves or to succumb to weakness. He lifts up those willing to make that positive change, whether they be good or evil, because in the end the only way for society to progress is for change to be enacted.

Ironically, the 'monsters' (demon's) only wrongdoing is that they don't believe in Saradomin. Contrary to his followers beliefs, Saradomin probably would employ demons if they weren't so solidly aligned to Zamorak and Zaros.
