This, along with his rash behaviour and past as evidenced in DoC and other events, suggests that few people were honourable in his mortal life, and he could have admired the good people who were there when he was a kid. This would have inspired him to try and do good things, while growing up around Teragardian culture may have shown him bad things.
I think that Zamorak's philosophy works only to a small extent. Zamorak or his enforcers are willing to commit what could be considered atrocities due to the concept that order leads to stagnation, which is all well and true, but there are less violent ways that they could get around such stagnation. What you say is true- Zamorak is a victim of his upbringing, and can only see his own philosophy being enacted through violence.

Both are acceptable, I think I would favour the former over the latter though. You leave the God Wars Dungeon and all of your points of reference are a few millennia out of date. Hags be hagglin', gods be god damn crazy, it's all happening ogre at Into The Fire
