I can RP with you in this memory of the past, however, I don't know anything about Negotius' character, and I would consider this as part of your character, so controlling another character's content somewhat goes against the unofficial rules of generic RPing here. But you did allow me to delve in with you, so I can tag along and see what I can add as we go. But, since this is your character's past, you have more authority than me despite me being the thread owner, so you are free to do whatever you want.

I do agree with you on this, there isn't much Annie can do. Reason being, is that she does not seem to want to get into a fight, has only a bow and arrows, knows fire and nature magic, but is just a child. I can't do much for a kid in a world of adults with guns, but it was your choice to have a child character who is an archer, a spy, and a magician. You can also react to other characters.
You can, however, introduce or depict a small group of Joe's Black Hand's gangsters who, for example, go down the stairs or enter the inn to partake in the gunfight, having overheard the gunfire from somewhere and so went to investigate, or knew that Annie was in danger and so her dad obviously wants her to be safe. Create a story for Annie, get a story involved.
