According to Annie, the Black Hand seems to be secretive, but there is no mention why or how it is so. I can only presume about it. But ya, I guess it would not be too secretive, but I don't know the backstory about it. Your best bet for answers is to ask Annie directly.

I was thinking you get to control the faction as a whole in a political manner. Basically, "you” are the actions and reasons of government and military for the Dwarven Kingdom. Of course, you don't have to.
I was thinking the Dwarfs be un-allied to either empire but fight either empire, for example.
As for involving Joric somewhere, he could be part of a Dwarven unit sent to serve one of the empires as mercenaries. For example, during WW2, China had some We**mach* uniforms and equipment, even though Japan was allied to Germany during then; politics were an unusual thing. Using that, we can assume that indirect politics are at play. In this case, the Dwarfs can have a military, a private military, mercenary companies, adventurers, or what have you. It's up to you. I can get some Dwarfs involved either in the attack of Gaul or the defence of Alemania, for example, or allow you to control the Dwarfs and assemble a defence against any future enemy. Also, the enemies are not only humans of either empire, but also the Ancestors, for example, who are mentioned later on in the thread. Rebels, rogue mercenary companies, and terrorists can also be used as a “warm-up” for the Dwarfs. It is inevitable that bios will eventually cross paths at least temporarily.

Companions are controlled by the users. They are essentially minor characters who follow your own, to give users a chance to play as squads they can utilize to defeat the enemy/overcome obstacles. I can control them too if necessary.
