Capt, historically, there was bulletproof plate armour, as worn by European knights and Japanese samurai. If you need to balance out firearm usage, you may simply consider bulletproof armour, or simply disallow flintlock firearms, instead only allowing matchlock, so rainy/wet weather would have a chance for causing the gun to misfire.
Or, you could only allow early firearms, which were essentially miniature cannons on the end of handheld poles, as canons do predate handheld firearms. Handcanons are cool, too.
Oh, and I read a British account mentioning that a rhino-hide shield was capable of stopping bullets. Silk was also known to stop bullets.
