You have to keep in mind that for noobs, Ice Mountain was a place they would never be able to find. When you're really young and playing the game, you don't tend to explore because you're afraid of dying, and you start off in Lumbridge which doesn't have a bank until you complete Recipe for Disaster. You head east and there's a gate that's too expensive, north and you get attacked by dark wizards, west and you get attacked by jail guards, south and you're in some pointless swampland. The world's a scary place.
EDIT: There's a bank on lumbridge's roof. People generally find that fairly quickly, or at least so I thought. Now there seem to be banks everywhere.
Then again, I was one of the abnormal people who lived in the swamp until level 25 - LIVING OFF THE LAND! Giant rat meat and shrimp really grows on you when it's the only thing you eat for 22 levels.

Annoying, yes. But it's a lot better than the current system, where you can go hours on end doing the same monotonous task. They should have expanded and improved randoms, in my opinion (and the best way to do this would be to FASHIONSCAPE!

But at that point, your pickaxe is so cheap that it is really no great loss if it blows up in your face.

You're right, and they have been aiming for the present situation for awhile. I just wish we got, you know, a conspiracy involving fun updates like what oldschool is getting now.

Originally, the only bank in Lumbridge was the hidden chest you unlock after Recipe for Disaster, which is why it was such an important quest, (along with being the 100th.) The addition of the new bank completely ruins that and as such, is one of the many updates that I refuse to acknowledge as existing.
