Magic is a rare gift that allows one to channel their life force into casting spells. It allows one to heal wounds, shoot fire from their hands, raise the dead, and so on. But the 'raise the dead' example is illegal, and will likely get you burned at a stake.
So, naturally everyone will have it then?
(I'm surprised that, being a known bioware fan, you didn't include the ability to obtain magic through substance abuse
)

Okay. Let me clarify. Every
roleplayer
will have it.
**** no. I'm gonna police that ****.
Although I guess it does make sense that a larger percentage of adventurers are mages. I mean, as a mage, your choice is basically dedicating yourself to a lifetime of hardcore studying and learning, or running off to blast monsters with fireballs.
And in most settings, mages discover their powers in their teenage years or earlier. So the choice is obvious.

(This actually gives me a wacky idea - what if our characters actually did disappear mid-sentence? How would the more genre-savvy characters survive in this new world of speechlessness?)

There are other fish in the sea. Though I guess I would have to make another character should it start up again (that last one really sucked to write for).
