You know the best way to use someone's power without having to worry about their cooperation? Steal it and then kill them. The person is irrelevant, only the power that they hold matters, and since he gave Arran his powers to start I would assume that he knows how to take away what Annie has.

Realistically, if Annie runs into Soahc, she's probably gonna die. If she runs into any of his henchmen, she's probably gonna die. You don't want her in Soahc's custody if you have even a partially good end envisioned for the character.

It really depends on Soahc's plan for her.

He won't kill her if he requires her to be alive. He definitely has an interest in her, since he kidnapped her teacher - either as a hostage or bait. He definitely doesn't want her dead just yet, since he didn't try to kill her at Copperdale

Now, getting her to work for him... that is unlikely. If he holds Abraxus hostage, he might get her help to some extent. But the only way I can see Annie full-on siding with him is if she does so of her own free will.

Maybe they could get involved in some catastrophe, ending in them becoming stranded on a tropical island in the middle of nowhere. As they attempt to find a way back to the main story, they begin to develop awkward romantic feelings (what is love?) that becomes an important plot point in later conflicts.
