Well, if we're going by an equal amount of scaling over time, the same conclusion will be reached. You can EMP ordinary systems, but hardware that has advanced with the weapon will still be superior to it.
Which has advanced more, though?
Also there has to be other means of combating these mechas without a suit of your own.
Beneath the gold, the Bitter Steel.
Inferi, You have to keep in mind that the Ikrians are 1000 years more advanced than humanity, Their EMP's would have that capacity to knock out all systems. That being said, negating an Ikrian EMP is extremely difficult to do. Most human ships simply have ship AIs to divert EMP's to non critical systems, so that the ship is still functioning. but an Ikrian EMP targets the ship's AI as well. The AI will become confused and divert critical power to non critical systems, instead of the EMP. As a result, everything becomes fried.
This is however temporary, and within 10 minutes, ship power will come back on, though the AI is still limited in what it can do and he ships navigation will take time to reboot By this time, the Ikrians will be onboard said vessel, stealing supplies. This would then be a regular infantry battle.
Lasky, A way to combat a mech is to overheat all systems with infared technology.

So Infared is means you are directing bolts of heat towards the enemy mec*, you can overheat coolant systems with bolts of heat and render the mec* paralyzed for a short time, or cook the slug inside the mech. Human and Slorian weapons have this technology already built into their weapons. Ikrians do not. Ikrians have not developed the technology for three reasons. 1) because their cities are underwater. 2) Infared is not very effective underwater, 3) they can only breath in environments underwater, or in environments with 75% humidity or higher.
This is one of several weaknesses that the Ikrians have.
you can also use Infared to cook that slug inside his mech.
It's a special type of ammunition.

I said equal progression. This means that both advance the exact same amount and are therefore at the same place power/counter-wise that they are currently.

Well, time for the extra-sophisticated AI that actually knows what it's doing to be around then.
Done in by the dubious doings of destiny.
