EMP is extremely easy to be hardened against, and any mechanical unit worth anything will be at that point in time.

You could also argue that EMPs have become more powerful. It doesn't matter how much work you put into making something more defensible when just as much work if not more will be put into knocking it down again.

Well, if we're going by an equal amount of scaling over time, the same conclusion will be reached. You can EMP ordinary systems, but hardware that has advanced with the weapon will still be superior to it.
