Keep in mind that most players are not purely pkers or purely skillers. They are a mix of both. I think brawling gloves are a great idea to make the wilderness skilling areas more active and possibly pk hotspots. You don't have to be defenseless just because you are skilling in the wild, bring some cheap gear and fight back. Someone tries to kill you while you are wcing? Bring it!

Due to the fact that OSRS is much less populous than when BH worlds were originally out I think that the x4 exp multiplier should only be active on the BH-world. In pvp worlds or normal wilderness it would have x1,5.

Brawling gloves should not be farmable. The best would be if they were dropped randomly by targets.

Not farmable?
If they're tradable and get upgraded when you kill targets and have tokens this could be so abusable.
Example:
You buy lots of tokens/store lots of tokens and keep then on another account/friends account. You pk until you get a friend as a target. You/your friend takes the tokens and one of you gets killed for profit because all the tokens will get upgraded.

Also, I don't really like the idea of people getting extra loot from killing eachother. It's risk vs reward, if people want to risk 100k they shouldn't get loot worth 5m. I guess a system were you can get brawling gloves or other stuff from killing targets wouldn't be that wrong, but then you have to make sure it can't be abusable in any way.

I don't like the idea of untradeable pk gear, because when you kill someone wearing it, what would you get? Some points or random stuff? That would be boring... Part of the fun is that you know you will get the exact items your opponent is wearing, which will make your heart race, when you see someone walking in really expensive gear. Also pvm rewards would suffer a lot if the pk gear is too good.

Add the chaotic weapon set to the PvP store. But nerf the reqs to wield them and how powerful they were.

Make Rapier use 70 Attack and 70 Hitpoints. Maul needs 70 Attack and 70 Strength. CCB needs 80 range. And they could all match there levels with there stats. And you could use the emblems + cash to repair them. Or use only cash.

Successfully doing it again, the reason you lost many players from OSRS originally is because you altered wildy and pking to much. Here it is happening again slowly, starting with BH and new items that will be stupidly overpowered and destroy the enjoyment of actually fighting someone to instead just get nuked by a stupid weapon.

The reward shop needs to sell things that augment high level skilling products in such a way that they are more convenient for wilderness activity. The super combat potion would have been a good choice - the reward shop could sell a pack of a new and unique ingredient (herb or secondary, doesn't really matter), that is combined with the three super pots to make the more inventory efficient final product.

This is the skilling product augmentation I'm talking about. Do not add something that takes the place of skilling, but add something that can be combined with skilling to make an even better product. Then you get the better product, and you get a boost to skilling, and the reward shop is relevant. I am not really a pker so I wouldn't know the kind of improved items.

Actually scratch all that, or in addition to that - just remove that stupid minigame in yanille and make all imbues available at the reward shop. Easy.

You obviously didn't read their safe guards regarding this.. It is completely safe from farming.
The only way you can upgrade your token is if you kill your target, you can't get the same target basically one after another. Stop jumping to conclusions and read the blog....
